FUNDING TIPS FOR APPLICANTS

 

Who can apply

All New Zealanders are eligible to apply. The full range and diversity of communities in your area are eligible to apply for assistance. Your main consideration when applying should be how your project relates to the scheme's funding criteria. Projects must be arts focused and involve people actively participating in the arts.

Applications can be made by a group or individuals (a group is defined three or more people) but funding is awarded to the project, not the people involved.  

Eligibility requirements

Eligible art projects are required to:

• meet one or more of the funding criteria
• take place in or produce direct benefits for the local communities within Franklin District
• not have started before funding has been approved
• take place in New Zealand (projects outside New Zealand are ineligible
• not have already been funded by Creative New Zealand for the same purpose
• have submitted a project report for any previous CCS funding
  

Funding criteria

Your project can relate to one or more of the five criteria below:

• Increase access to opportunities for people to actively participate in the arts
• Enable established artists to actively work with diverse communities to enhance arts participation opportunities
• Support arts participation through the arts and cultural traditions of diverse local and ethnic communities
• Enable young people (10 -18 years) to actively participate in the arts
• Increase and strengthen the provision of local arts participation
  

Increase access to opportunities for people to actively participate in the arts
In order to increase and maintain active participation in arts and increase the range of arts activities available in diverse communities and settings.


Enable established artists to actively work with diverse communities to enhance arts participation opportunities
In order to support opportunities for access to arts training, mentoring and skills development and to increase the range and diversity of opportunities for experienced artists to actively work with communities.


Support art participation through the arts and cultural traditions of diverse local and ethnic communities
In order to support activities that reflect and celebrate cultural divestiy and to increase the diversity of arts activities experienced by various communities and ethnicities.


Enable young people (10 - 18 yrs) to actively participate in the arts
In order to encourage and support a wide range of arts activities that involve young people in the arts.


Increase and strengthen the provision of local arts participation
In order to support activities of groups/arts organisations that provide arts participation activities and build capability and knowledge for local arts participation providers


Additional supporting information

You need to supply the following additional information to support your application:

• background of your organisation or CV, if you are an individual applicant.
• evidence of support
  
• financial information
  
• confirmation and background information of key people involved
  
• confirmation of key arrangements ie. venues, dates.
  
  

Types of projects funded
Projects may involve any artform including theatre, visual, multi-media, dance, traditional arts, craft, music, literary and performance arts. Funding is awarded to projects rather than to the people undertaking the project.

Eligible project and items

• events or festivals (eg exhibitions, productions, concerts) that provide arts participation experiences
  
• personnel or material costs for one-off, short-term projects ie. tutors, programmes
  
• costs associated with artist-in-residence schemes
  
• promotion of arts projects, events or programs with an active participation focus
• materials for an arts event or activity
  
• seminars, workshops for local artists and arts groups
  
• equipment, provided it is related to an activity and will be owned by a legally constituted group. The  committee can fund up to 50% of the cost of equipment
  
• artists residency schemes that actively work with and involve local artists or communities
  
• dance with an arts and culture focus (eg ballet, tap, jazz, contemporary, taiaha, highland dancing, cultural dance and rock 'n' roll). Dance that focuses on fitness (ie aerobics, line dancing) should be referred to the Hillary Commission
• school-based projects that are outside of the school's normal activities, provide opportunities for community participation or provide benefits for the wider community
  
  
  

Ineligible project and items

• facility development (eg fixed items, floor coverings, furnishings, lights, restoration)
  
• purchase of artworks for collections
  
• art activities in education institutions normally funded through their curriculum and operating budgets
  
• ongoing administration costs that are not related to a specific project
  
• retrospective project costs (eg for projects completed or underway/started)
  
• elimination of accumulated debt or debt servicing
  
• catering costs or any food costs associated with a project or an event
  
• fundraising projects or related costs
  
• local authority projects normally funded from the authority's own resources
  
• salaries for ongoing administrationand services
  
• prize monies and awards, judges fees, trophies
  
• events with no active arts participation focus
  
• projects that primarily benefit an individual artist directly (eg commissions, training, presentations)
  
• sources or part of the usual business/operating budgets
  
• of a tertiary provider
  
• materials or programs for before and after school care and early childhood providers
  
• publications with no active community involvement in the creation of the content
  
• non arts focused crafts (eg puzzles, upholstery, magic, speech contests)
  
• payment of royalties
  
• commissioning of murals or public arts projects with no significant active community involvement in the creation and installation
  
• travel to be an audience, to attend events, presentations, or shows
  
• projects that primarily deliver outcomes for other sectors (health, heritage, environment)
  
• projects that are the core business of an organisation or service provider
  
• fitness based dance or martial arts eg. aerobics, tai chi, gymnastics, karate

Funding available
Funding is provided through a grant. No loans or guarantees against loss are available. Funding is usually between $200 to $2000 depending on the project and available funds.

How to apply

Applications must be made on the standard application form. Please complete all answers and do not write " see attached". Use the standard budget form supplied. The application forms are available when each funding round is open - see Introduction for the funding round dates. One copy of the application form are required.

All applications must include the following:

• a detailed budget
  
• a brief project description including dates, numbers of participants and a programme of what you intend to achieve
  
• if you are paying fees to artists or tutors include a brief CV of who they are and their role in your project
  
• copies of quotes for hirage, confirmation of venue, or material costs
  
• financial information summarising your group's finances for the last financial year. If an individual, include two written endorsements or details from an umbrella organisation that is sponsoring the project
• a bank-generated deposit form. (If an individual, you must provide details of a project specific bank account or suffixed account).

Deadline

It is very important to make sure that your application is received at the Franklin Arts, Culture & Library Trust office before 12.00pm on Friday 16 October 2009. Late applications by post, courier or hand delivered will not be accepted. We do not accept applications by fax or email.

How we access your application
The assessment team will be looking for projects that pass eligibility and clearly meet one of the funding criteria.

They will also take into consideration:

• the quality of the project
  
• the impact of your project on the local arts community
  
• the applicant's ability to make it happen
  
• good project planning and budgeting
  
• the project's level of financial need
  
• its artistic merit
  
• not business-as-usual or ongoing operational expenditure
  
• financial risk, where a project cannot be fully funded

Project completion and reporting

All funded projects must complete an accountability report at the conclusion of your project. You must undertake your project or activity within a year of receiving funding and submit an accountability report two months after your project has completed. This form is sent with your funding cheque. It is suggested that you keep a copy of your original application and all your receipts. You must advise the Director Arts & Culture of any significant change or delay in your project.

General advice from the assessment team

• make an appointment to meet with the Director to get clear on the criteria and the application process. The Director can advise directly on your project
  
• successful applications show clearly how their project meets the scheme's requirements and the funding criteria. A legible and succinct description shows clarity of planning
  
• contact us for further assistance with your application. However, be aware the director's availability is limited towards the end of the funding round
  
• do not leave the completion of your application until the last minute. Plenty of time to gather the necessary information may be required. Do not rely on posting it the day before
  
• make a copy of your application form for your own records before you submit it. An assessor may call to discuss your project so please ensure your contact details are accurate.
  
• If you are turned down - try again.  Most funding schemes receive many more applications than they can actually fund and have to prioritise. This doesn't mean that your project isn't a good one.  Review your application and work on how it can be improved.
